Rep. Sutherland’s floor speeches during the low carbon fuel standard debate

On Feb. 27, the House passed House Bill 1091, the low carbon fuel standard (LCFS) legislation.

Rep. Sutherland spoke in favor of two amendments – Amendment 184, which would exclude diesel from the Clean Fuels Program's carbon intensity reduction requirements.

And, Amendment 131 – which would have delayed the start date of the Clean Fuels Program until after the session following a report to the Legislature by the Washington State Institute for Public Policy on the cost-effectiveness and tax revenue effects of the adopted policy. Both amendments were voted down.
