Rep. Sutherland speaks against House Bill 1078, which would automatically restore voting rights to felons


During floor debate, Rep. Sutherland speaks against House Bill 1078. The legislation would allow people with a felony conviction to have their voting rights restored automatically when he or she is not serving a sentence of total confinement under jurisdiction of the Department of Corrections, rather than having them petition to have that right reinstated, as is current law.
